Well it turns out that Averatech (and maybe other models) and Elantech (the touchpad maker) have teamed up to make the touchpad impossible to disable. The "disable device" choice in the Control Panel/Mouse/Properties window is grayed out. It makes sense in a way because the computer has no serial port and therefore no standard way to have an outside mouse; mine's a USB add-on; I guess they were afraid you'd disable it by mistake and then have no way to correct.
I took the advice of one forum (where the topic is somewhat widely discussed) and uninstalled the "KTP Ware" software of the Elantech pad, which then defaulted to the WinXP drivers, and still the "disable device" can't be found. Touchpad works just the same way. I choose "disable while typing" (another option suggested, and one I can use) but it has no effect on jumpy pointer. I tried to slow down the pointer and Windows slowed down both the touchpad and the mouse! I am considering the "paste a credit card over it" option, but how hateful and inelegant.
